This isn't necessarily a "bug", and therefore it's presumably never functioned.
Short description of error
When an Object or a Material is behind a transparent material (whether it's a Glass or Transparent Shader), the mask does not generate in the Material Index.
Exact steps for others to reproduce the error
Based on a (as simple as possible) attached .blend file with minimum amount of steps
I've attached a simple .Blend which clearly shows the problem.

This was changed just a few days ago in {a41648c1dc58fcfdb149bf6839ae237d1dadc704}.
Note that this only works with a transparent BSDF, glass intentionally behaves different because it can have refraction and roughness and it can't really be considered transparent.
