Blender Version
Broken: (example: 2.790 Test Build - 10f4c62 HEAD)
Worked: (2.69 stable)

Multiple malfunctions in rotate and scale widgets

Start factory default
[Esc] to clear splash screen
Ensure default cube selected
Activate Rotate widgets (in 3D View Toolbar)
Use left mouse button to rotate cube in X (red) or Y(green) directions using the widgets.

Rotate object in Z axis so its rotation is not 0
Activate Scale widgets
Use left mouse button to scale in X(red) or Y(green) direction.

Expected result:
Rotation and scaling takes place appropriately in X and Y directions.

Actual result:
Rotation in X and Y direction is not responsive. At all.
(Note: Z rotate widget functions as expected and rotation using R->X and R->Y functions normally)

Scaling:
Scaling in either X and Y directions using widget scales cube in both directions simultaneously.
(Note: Z scale widget works normally. This scaling bug seem to occur when the Z rotation for the object != 0

Additional note: In edit mode, scaling widget seems OK in all directions, but X and Y seem transposed for rotation.

Tested this report and I cant redo the problem, its working correctly here as far as I can tell, If you do global scale on an object with local rotation, it can't always apply it usefully.

Tested in editmode and objectmode.

Looks like your mixing 2 separate issues.

  • Clicking on the rotate manipulator fails (places the cursor instead), that would be a bug but I cant redo.

  • Scaling on global axis with rotation (From the video I still cant see the bug here, are you sure this worked better/differently in 2.69?).

It'd be good if someone else could test this and see if they can redo the bug with clicking on the manipulator at least.

Sorry for any confusion - second part of the video I switched to the scale widget to demonstrate how, when rotated, when I scale on the global X, the Y axis is also scaled.
(Object mode only - I switched to Edit mode after this to demonstrate the expected behavior)

I get the feeling these two are linked, but not sure why you cannot duplicate.

I'll try, instead of using the build folder, uninstalling all Blenders on my system - Going to 2.69 release and testing it - then updating to 2.(70) and try again.

2.69 also giving me the rotation issue. This is seriously messing with my head...... Either 2.(70) has corrupted something or... I don't know.

I can't redo the problem, but also it's not clear to me what is the issue here. I tested with your file, all good.
And if 2.69 gives you rotation issues, do you know if this ever worked for you (the way you are expecting it to)?

I have no choice but to suspect my own system. The rotation widget still fails to function, but I will continue testing locally.

Feel free to close this issue - If I can shed more light, I will re-open it, but if it is a local problem, it's a waste of your time examining it!

SOLUTION!!!
I investigated other Blender forums and found a reference to a duplicate problem - I was unable to grab the visible "Front" edge, of the manipulator, but I could grab the invisible "Back" edge.

I opened my NVidia settings and forced Blender to use the card instead of the Integrated graphics and it works again.

Didn't make the connection, until I remembered I updated my graphics drivers when I installed 2.70 for best performance, but it must have blown away my NVidia settings.

Sorry for the trouble!

@JonMcKay - could you post the system info from blender? (from the help menu). when the bug is happening?

It could save us time in future if we know the model/driver ID's of cards known to fail like this.
