Short description of error

Based on a (as simple as possible) attached .blend file with minimum amount of steps
I am using Blender GIT Rev 2014-03-05-14-52-00-a659d73
on a Fedora 20 Linux 64 Box with an Intel 3000hd GFX card

I noticed that when I use the Invert tool in the
[3D View Editor>Toolshelf>Tools Tab>Weight Tools Panel] there is an option
in the Operator Panel when Invert is used called Remove Weights.

From what I understand what it is supposed to do is that when the
Influence Weight in a Vertex Group have been inverted, if any of
those Influence Weight have value of 0, this option should remove
them from the Vertex Group.

But this does not seem to happen.

I tested this by adding a grid object to the 3d Viewport, then I tabbed into Edit Mode
selected all the vertices, went to the Vertex Groups Panel and assigned all the vertices
to vertex group with an Influence Weight of 1. I then switch in to Weight Paint mode
which shows fully red.

If then use the Invert tool with the Remove Weights option selected. Now I have a grid
object that has Influence Weights of 0, so shouldn't the having the Remove Weights
option ticked mean all the vertices are removed from the vertex group.

But this doesnt seem to happpen because tabing into Edit Mode , deselecting all the verts
and going to the Vertex Group panel and clicking the Select button still results in the
grid object vertices being selected. Meaning the 0 Influence Weight values are still members
of the vertex group.

Apologies if I am misunderstanding what this option is supposed to do.

I have attached my system-info.txt file, a video demo file, and my blend file.
