This is likely a driver bug ...
Do you have the latest version installed? You say mesa 10.2, but on their website i only see 10.1 as the latest version.

I have this build of mesa

That bug can by driver bug, but it reproduce only in blender 2.70 RC1.

Hmm, perhaps this thing is not quite stable, could you try rolling back to the official 10.1 release, if just for testing?

I rolled back mesa to 9.2 which corresponds to the version of ubuntu 13.10. Also I have xserver version 1.14.5.
Bug still reproduced.

Are you using official builds from download.blender.org and builder.blender.org?

Actually not. I use version from this repository:
http://ppa.launchpad.net/irie/blender/ubuntu/

As I see now, blender 2.70 RC1 from download.blender.org not have these problem.

Those are known issues with that PPA. It links blender dynamically against own LLVM library which conflicts with LLVM from the system used by the video driver. Nothing really we can do about this from blender side.

Thanks for the report, but sometimes it's up to package builders to solve the issues..
