Short description of error
when i apply a particle emitter on a single vertex mesh with the emitter speed to zero and parent it to a cube with rigid body dynamics enabled and then i let the cube fall on a plane, then the parented emitter does not properly emit the particles, there are too less particles emitted while if the emitter is not parented it emits normally, this should be clearly visible in the blend file

I think we had a report about this before ...
Basically the particle emitter has a feature to interpolate emission locations for animated objects. However, when you include parenting (whether using a rigid body parent or just an animated parent doesn't matter iirc), the interpolation feature does not work. It cannot evaluate the emitter location for sub-frames then.
Afaik there is no easy solution to this issue atm. What would have to happen is that particle systems keep track of the actual final transform of the emitter in the current and next frames and then do interpolation between these transforms, instead of using direct animation curve eval.
In fact, i made a fix a while ago to extend support for such interpolation to animated parents as well:

But this still does not work for rigid body parents, because these don't have animation curves that can simply be evaluated to give an interpolated child transform ...

I've updated the particles TODO list according to current state of affairs, but this issue can't be solved with the current system in a reasonable amount of time, sorry.
