System Information
Windows 7, Inno 3d GTX 770 HerculeZ x3 Ultra 4gb

Blender Version
Broken: 2.71 Hash: 9337574
Worked: Appeared since early 2.5

Short description of error
Blender seems to frequently change the keyboard layout (German) to the English one.
I can't tell when exactly this happens, it appears to be random.
This happens only with Blender, since other applications will still use the right keyboard layout (for example: Blender writes z instead of y, while other appllications will still write y).
A restart fixes the error, but this appears to just happen after some time, sometimes after a few minutes and sometimes after a few hours.
This is really annoying and i hope you guys can fix this (the awesome Blender developers can do everything, i know) :)

Exact steps for others to reproduce the error

Ok, i found the error:
On Windows if you press 'Alt' + 'Shift' the Keyboard Layout changes for the active program.
I guess i just manage to accidentally press that at some point, sorry to bother you guys ;)

Not a bug, thats a Windows shortcut (alt+shift or so..), and not Blender related. You can disable that behaviour inside the Windows preferences, google should give you more infos.

Actually, i guess it kinda is a bug, because this also happens if a shortcut is used, for example 'ctrl + shift+ alt + c'.
In some other programs like photoshop (for example: ctrl+ shift+ alt+ s: save for web and devices) this won't happen.
So it appears to be a program specific error.
