The fix for #43158 did not resolve this problem. As far as I can tell it looks like a rounding error somewhere. The GL part (glaDrawPixelsTexScaled) looks fine to me so it leaves the window manager or the zooming.

We are currently redesigning the Image/UV editor to remove these limitations. It is on going work.
