Rotate Handles do not rotate correctly. #42317

Broken: 2.72a 73f5a41
Worked: All prior builds before 2.72

Short description of error
Using the transform handles for the Rotate tool will either rotate the object on the wrong axis or the handle will not be activated and the 3D cursor will move to the place clicked.

Exact steps for others to reproduce the error
Open Blender with the default stock scene.
click on the rotation option for the object transform handles
try to rotate the object. One handle may work where another one won't then eventually none of them work and the 3D cursor will be the only thing that moves.

That worked. Switching the Selection drop down option to OpenGL Occlusion Queries from Automatic fixed the issue.
