When I import an ogv file in the vse, the video is play faster than normal, the pb is present in older versions too
Exact steps for others to reproduce the error
Just import import an ogv, there is a difference between the sound and the video lenght.
I by-passed the problem by using a speed control with multiply speed at 1 and extending the strip, the speed get back to the normal.

We'll need an example .blend/.ogv file to be sure, but more than likely, the frame rate setting of your blender scene does not match the frame rate of your ogv file… This is a very old known limitation/TODO/mere fact.
