Short description of error
If the object has a rotation, global scaling does not work correctly
Exact steps for others to reproduce the error
step 1 : open attached blend file
step 2 : press s, y, -1 (scale global y by -1)
step 3 : notice how the empty scales correctly but the object does not.

If you are scaling around a point... it puts it into the correct position, but not correct rotation (same procedure here)

Hey @candreacchio,
It seems to me that everything works as expected. All you need to do is apply the rotation before. I might be wrong here, so if you can prove it should work differently, feel free to reopen
Anyway, thanks for the report but no bug here (I think) :)

Hi @JulianEisel,
I think that this is a bug, as the object is clearly not scaled correctly. Applying the rotations should not be needed, and would be counter productive as we are heavily rely on instancing and keeping the local space logical. That way if there is a change needed later on it is simple to change all of the objects linked to it.
I have made a quick example... imagine this is a house... those are all windows, i have put the cursor at the point I want to scale from... pressing s, x, -1, will not have the correct rotations of the windows.
I cannot apply the rotations because then i would lose the instancing, where I can edit the mesh later easily and apply it over all of the objects, (say i get feedback from the client to make all the window frames thicker).

I apologize, I attached the wrong blend file above, Please find on this comment the correct blend file example

Okay, so just ignore my comment :D
@ideasman42, do you know what's up here? Bug or not?
Just wondering if there has been any progress / update to this bug report?
Just wondering if this is something that has been looked at yet whether it is a bug or intended to work that way?
Quick note, I didnt look into this in detail, but wouldnt attempt a fix for 2.74 unless its really obviously some silly mistake in the code (but doubt that since this code wasnt touched recently).
This area is really a can of worms & not necessarily any reasonable solution.

Said, differently, its worth looking into a fix for sure, but conclusion may be there is no good way to fix (or a fix would involve having some different transform system).
Just word of warning because a quick fix here is likely to break something else.

Looks like it works as expected check this link: http://blender.stackexchange.com/questions/28778/hexagon-is-distorting-on-x-axis-when-scaling-on-y-globally

Looked into the code again and think this this can be closed as a known limit.
This report compares scaling on a single axis, to scaling a rotated object which isn't equivalent.
