also broken on 2.69.0 r60995
I had old ATI videocards before, so never bothered with CUDA acceleration. I bought the GTX 970 and wanted to check it out. I open the Blender User Preferences, go to the System group, look at Compute Device, and the only button I have is "None" and the drop-down lists only "CPU".
I don't have another videocard with CUDA to test against. This is scene independent.

Hi, 2.72b and older are not support the GTX 980/70.
You could download a daily build from https://builder.blender.org/download/
or wait for 2.73.
