Short description of error
Viewing a normalmap in the viewport in GLSL mode gives weird colours in the UI
Exact steps for others to reproduce the error
Create a plane, give it uv map and material, texture and normal map. Change display to GLSL and viewport shading to material.

I cannot reproduce here, but this really looks like an OpenGL issue. I don't think outdated drivers are the problem yours are almost the newest.
@MartijnBerger, maybe another Win8 thing? Mind testing ;) ?

Thanx for the reply. I did a test on 2 more computers. The one is an AMD machine, A10-6800K APU with Radeon HD8670D graphics with windows 8 and it worked fine. The other machine has Nvidia geforce gtx 260, driver version 332.21 and also windows 8 but I get the weird colours there as well.
However I don't get this problem when I use 2.72b. All the computers I tested on uses Windows 8 Pro 64 bit.

I found that when I turn on VBOs in userprefs the problems goes away, but only for that session. When I close blender and reopen and load the file with normal map the problem is back (this is now with previous build). I just tested with latest build and didn't get the weird colours. I think its fixed! I'm uploading a screen recording of the colours to google drive if you guys still need it? But latest build works! thanx!

Well, if the issue doesnt' happen for you anymore i would assume it is fixed :)
Do you mind doing one more test, to be sure upcoming 2.73 is all nice. Download rc1 build from http://download.blender.org/release/Blender2.73/ and see if it works all fine for you.
if rc1 build would be fine for you then we're all happy. If it'll give issues please let us know ASAP. For until then i'll consider the issue solved and close the report. Don't hesticate to share the findings here, we'll get an email notification.
