Inconsistent color RGB values across preferences #44452

Short description of error
Different parts of blender represent the same color as different RGB values.

Exact steps for others to reproduce the error
I built from scratch and removed user prefs before testing this. Open a clean build of blender with no user prefs. Open up user prefs and change the RGBA values of the default grease pencil color to 0.0, 0.5, 1.0, 1.0. Take note of the color displayed. Go to 3D viewport and add grease pencil layer. Set color to 0.0, 0.5, 1.0, 1.0. Compare the displayed color to that of the user prefs. They are different colors. Change the user prefs grease pencil color to 0.0, 0.25, 1.0, 1.0 and the displayed colors will be the same (actually not exactly the same, but visually very close).

I don't know if this is simply a bug in the grease pencil colors or if it's an underlying inconsistency throughout blender. A driver update was just released the other day and I will comment here whether that changed anything.

Updating to driver 349.16 did not change any behavior. My guess is it's on the blender side.

This is a comp screenshot of the two areas. If you copy/paste the hex value from viewport GP to prefs GP, the RGB values are:

UP: 0.0, 0.216, 1.0
VP: 0.0, 0.5, 1.0

It seems like it's a misrepresentation in RGB values, because copy/pasting hex values generates the same colors in both places.
