Blender Version:
This is the only version of blender I have used and since getting it, the problem has been the same, I tried uninstalling and then re-installing, but it did not work. so I am assuming it is a bug with the program, the version I used was: v2.74.
Short description of error:
Once I downloaded the software (Blender v2.74) the icons which display the options to do things like render, change your text design or even add an animation were not appearing on the screen, I assumed this was a fault because I saw that in a video on YouTube, the person on there had the icon.
How I got the error (how to recreate the error):
I just went on the website via a verified YouTube link to make an intro and I noticed the icons were not there which I found odd so I came to report it as a bug as I had already tried uninstalling and reinstalling, also I saw that the person doing the tutorial had icons.
Why I want it fixed:
The reason I want to get it fixed is first off because I want the product to be as optimal as possible for other users as well as myself, also I am finding it very hard to do anything on the software due to this bug.

This is most probably an OpenGL (driver) bug, please:

This is a driver issue but just in case your graphics card has a performance vs quality setting, try setting it more towards quality.
