Short description of error
When working with face loop, this tool doesn't always work as expected.

Exact steps for others to reproduce the error

Because I think that it is a function to select faces in a domain closed by edges, I think that what use it in face select mode is not proper.
However, the behavior of it in face select mode does not seem to have validity.

As the operator description says "Select region of faces inside of a selected loop of edges" it currently does not work for loops of faces yet. Selecting an edge loop and then using Select Loop Inner-Region surely is just as comfortable.

It should work however? Maybe just do a region to loop which will yield two edge loops (speaking in loose terminology), and then loop to region again.
But i guess it might not be unambiguous, e.g. which of the edge loops should be used (can the longer one be assumed?) etc.
