Transform constraint uses GLOBAL instead of LOCAL #49802

Short description of error
When the object is animated along the path (nurbs curve) using follow path feature (goes along and also rotates along Z accordingly) the LOCAL Y axis looks like GLOBAL Y when its Y position is used as a transformation to rotate another object - wheel in my case, file attached.

I made a simple empty to go along the nurbs curve and also follow its rotation. The cylinder has the transformation constraint to rotate 100deg every 1m of the distance empty travels. When the empty moves along the curve and travels in GLOBAL X despite the transformation uses LOCAL Y which points in the right direction the wheel stops turning.

Also when the object follows the curve along GLOBAL -Y the cylinder starts to rotate in the opposite direction despite the LOCAL Y points in the right direction all the time because it follows the curve.

It looks like it does NOT matter if I use LOCAL in the constraint transformations because the function uses GLOBAL all the time...

You are confusing what local space is - local and world space of an object are the same, unless said object has a parent… You cannot use local space option to do what you want to achieve here.
