I can confirm that Bake All Dynamics button does not work with Hair particles.

It works for emitter particles or other physics simulations.

When you press this button with a scene containing a mix of cloth or soft body and Hair.
At the end of baking process, Hair particle system cache is calculated but not protected. Any object refresh can erase this cache.

If problem can not be solved easily ; at least, user should be warned.

I also run into this issue today. Tried everything within my knowledge but it wont work. SIngle bake does work , but thats not useful with multiple items. How did they do the open movie projects without this?!?!?

Still dont get when you play frames it says "X amount frames on disk", but on reload these are not read?

FYI, the skipping of hair particles with Bake All Dynamics was introduced in 66918b3add.
On first sight, I dont see a particular reason to skip [tested non-skipping which seems to work], but this is ancient, so I guess this has never been considered a bug...

Bake all in general doesnt do anything. It my last test, also cloth or other items wont start baking when using "Bake all". I haven tested 2.81 or latest build though.

This area has not been worked on for a long time.
Maybe it will be reworked with #73201 .
But for now I will mark it as Known Issue

Bump!
Blender 4.0, and "bake all" still does not touch hair... It is very annoying.
Furthermore I usually have a couple of dynamic hair systems on a character. If I bake one hair system sometimes it bakes the others attached to the same object. Sometimes not.
I guess we are waiting for the physics re-write? 6 years seems a long wait.
