That operator needs to be in editmode, otherwise it is greyed out (its poll() function will return False)
So you need to have an existing curve in editmode, then it should work.

While it is a bit unusual to have an operator with editmode requirements in the Add menu, I would not consider this a bug.

In fact, I think this should be hidden from the Add menu in Edit Mode too.

The superior method to do this is to enable the corresponding active tool in the toolbar instead. Using it from the add menu is poor - you can only draw one stroke, meaning you have to back to Add > Curve > Draw Curve for every stroke.

The only reason it was ever in the add menu, is because we didn't have active tools before. Now that we do, there's no need for this.

Look at any of our paint modes, we don't include strokes in the add menu for those either, because it makes no sense. Better to remove it than teach users to use something that works poorly and inconsistently.
