Eevee mode: When using rendered "camera view" in the viewport, it will always be rendered using 1 render sample only. The camera view ignores the global Viewport Samples settings.
If you exit the camera view and switch to the regular user perspektive view, then the global Viewport Samples are correct and the view renders as expected.
Why the camera view is ignoring the global viewport sample settings?
Exact steps for others to reproduce the error

EDIT: The bug appear when "Motion Blur" is activated in Eevee render settings.

this is happening when using camera motion blur, I don't know if it's a bug or it's behaving as intended...
Conformed. Activation Motion Blur in the render settings is really the reason. Thank you for the hint. Seem to be an error.
@brecht I've attached the file to reproduce it. Please switch to "Rendered mode" in Eevee in both viewports, to see the difference. As @sozap mentioned: It happen when Motion Blur is enabled in Eevee the render settings. You can see the difference if you swap between Motion Blur on and off.
