Short description of error
When rendering an image or entering rendered viewport with Eevee, on, the edges of any mesh have bright pixels and color distorted with random lines on the mesh.. When turning on screen space reflections, the distortion goes away in the viewport and in the final render. But turning it off again brings back the distortion in the final render. Here are examples of the distortion. And here is an example when Screen Space Reflections is turned on
Exact steps for others to reproduce the error
Open startup file and enter render mode in viewport rendering with Eevee on and screen space reflections turned off.
Or render an image of the starting cube.

Have you tried updating your GPU drivers? https://downloadcenter.intel.com/product/98909/Intel-HD-Graphics-630
I'm suspecting that this is a driver bug.
Try updating to a later blender beta. The one you used is quite old by now.
If it still doesn't work try running blender with --debug-gpu and post what it outputs

Something similar happened for me too, but I did not save the screenshot.
System Information
Operating system: windows 1803 (before yesterday) and windows 1809 (now)
Graphics card: Intel(R) HD Graphics 615
GPU driver version: 23.20.16.4973 (before yesterday) and 25.20.100.6323 (now)

Latest blender 2.8 downloaded on 2019-1-1.
It's interesting. Last night I updated my system, my GPU driver was also updated. Now this bug is gone and I cannot reproduce it.
It seems that this is a driver bug or other bugs but not blender bug.
Changed status from 'Open' to: 'Resolved'
Closing as it seems that the latest drivers from intel fixes the problem.
