Short description of error
Changes to a displacement modifiers procedural texture don't reflect in the viewport until you add another object to the scene and update the texture. After you add thew new object updates to the texture are reflected in the viewport correctly
Exact steps for others to reproduce the error
Add a Displacement modifier to the default cube
Click + New to create a new texture
Click the Show Texture button
Change the type to Clouds
Observe that the cube doesnt change shape even with additional changes to the texture settings like Size
Add another cube to the scene and move it out of the way in the viewport
Go back to original cube and change texture property Size
Observe that changes are now reflected immediately in the viewport

As was mentioned in #58679, you do need to have
ca2680aaeb
in order to have all current fixes in. The commit was done on Dec 6 9:09am, the build you're referring to is done almost 9 hours prior to that. I don't see how it's possible to have crucial fix in it..Pardon me. I assumed it would be in the latest build on the website. I'll check again later.

The builds are only run once a day, unless someone explicitly pokes them..
If the issue still happens with the newer builds please re-open the task mentioning so.
