UX: Display folders by default in file browser (video editing workspace) #58897

Short description of error
In the VSE default workspace, one of the small windows is the file browser, it starts out in some useless empty directory (you should fix the initial directory to be something like my home directory).

The bigger problem is that the only thing I can do is go up in the directory tree because I don't see any subdirectory, so I always end up at root.

I investigated a little bit(beginner blender user) and when I opened the file browser in full screen, I noticed the filter buttons, the default seemed to be to turn the filter on, and only filter for image and video files. This means that I can't see folders and I can't navigate down to folders if I don't know that I have to make the window full screen and change the filter settings.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Download Blender 2.80 beta
Open it,
Select "Video Editing" from the splash screen
Notice the file browser window in the top left corner
Notice that the only thing you can do is go up and can't navigate.
