That setting forces the application to run with AF. However as it says on the nvidia home page: https://www.geforce.com/whats-new/guides/aa-af-guide#1

Anisotropic filtering can be controlled through the NVIDIA Control Panel within the 3D Settings section, however for the best performance and compatibility NVIDIA recommends that users set this to be controlled by the application.

It has become a problem with newer games and applications that forcing on AA and AF will break the rendering in certain ways. So to get it, the application itself has to implement AA and AF.
Luckly, blender already have implemented AF. It's in the user preferences System -> General.

So the solution is to not force on AF and instead use the built in options for blender.
