Short description of error
The viewport looks in weird colors on Lenovo T450 the images are provided.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

I updated the drivers, and restarted. Still the same.

Can you provide the output (as a file) if you run blender with --debug-gpu ?
You can additionally try to run blender with --debug-gpu-force-workarounds and see if that helps

The force mode didn't work for me. Here is the debug log, (But the amount of data comes in command prompt is not the same that goes into the log, I am not sure why, so I give additional screen of Command prompt)

Looks like a buggy driver. I think we already have a similar report but could not find it.

This is most likely to be an error with the UBO handling. That would explain why eevee does not work and why the grid colors are random.

There is an error in the debug log but without the backtrace it is difficult to trace back.
GL API error: Error has been generated. GL error GL_INVALID_ENUM

I'm searching for someone with the same hardware who can build a debug build and give the full backtrace.
@VijaySridhara would you be ready to try to compile blender yourself?

We no longer support VS2013, only 2015 and 2017. I think you will not be able to compile blender with 2013.
