I can see your first vertex group is seemingly not what you expect (or what the screenshot suggest).
It is hard to tell why you got into that situation.

However, when I set the first vertex group again, I cannot reproduce a wrong selection anymore..., see:
strips_3_corrected.blend
(this seems to be doing the right thing, always...)

I guess we would need exact steps to reproduce the issue, something that leads to the wrong selection even though the vertex group has beeen set up differently...
Please try to find a way to reproduce this issue, marking as Incomplete for the time being...

You need a blend where you can create the vertex groups and get the same results? I found something else that might not be related ,but seems to be a issue.

1: Open the strips_3.blend.
2: Deselect everything.
3: Select and deselect "Surface_Hull".
4: Select the "Surface_Strip".
5: Delete the "Surface_Strip" vertex group.
6: Undo as far as you can.
7: "Surface_Strip" vertex group doesn't get added back and screws up following vertex groups.

Does this problem still happen? When I undo, the Surface_Strip vertex groups comes back.
