Short description of error
Interface is broken. There are weird visual glitches everywhere. Most of the lines are missing.

Exact steps for others to reproduce the error
Problem occurs on default startup.

Due to broken interface, I wasn't able to test anything else.

Looks like a driver problem. Have you updated to the latest drivers for your card?

I am using this ppa and I assume this is the correct one for me.

Mesa 18.2.2 is a bit outdated at this point. There has been a lot of bug fixes since then.

You could try https://launchpad.net/~oibaf/+archive/ubuntu/graphics-drivers and see if that helps.

However, your GPU is over 10 years old now. (the ATI Radeon HD 4000 series launched in 2008).
So if that doesn't help there is not much we can do as your card has been EOL for a very long time.

Well, I installed Oibaf Drivers but nothing's changed.

I know that I have a very old GPU. But I have a second computer. It has HD 2600 Pro which is older than HD 4850 but it just runs Blender 2.80 fine. This baffles me as an older GPU could run Blender 2.8 while my HD 4850 can't.

I am aware that they are both old GPU's and they have been end of life for so long. I just thought that if my older GPU could run Blender then my newer GPU should do the same. If you guys are saying that there is not much to do, it's okey. Thanks for the support anyways.

The issue here seems to lie with the GPU drivers, so this is not something we will fix with blender.
You can report the issue with mesa instead: https://www.mesa3d.org/bugs.html

However, as your GPU is very old, it is not certain they will be able to do anything about it either. (But it doesn't hurt to try)

Closing since we now only officially support AMD graphics cards with GCN 1st gen and later for Blender 2.80.

We keep this bug listed in #61936 (EOL GPU problems tracking report) in case anyone is interested in fixing it.
