Hm. Now it is working and i can`t reproduce bug. May be solved.

@ZedDB I`ve encountered this problem again.
Mode of shading in Workbench change flatshading to smoothshading.

The operating system, main memory size, GPU brand and model, GPU driver version and Blender hash or its build date may be needed by developers to investigate this issue
Check if you hardware and OS work properly outside Blender use and if they have lastest update

this issue can be reproducted on linux Blender 2.80-RC3 AMD FX8350, 16GB DDR3, GTX690 2+2 GB VRam- Nvidia drivers 430.34
load .blend file in Blender, there is a bezier circle with applied bevel (it is like a 'torus').
set Shade Flat on it,
set Workbench as render engine,
select Viewport Shading as Solid,
select in Shading popover > Color > Material or Texture,
bezier circle is shown with flat faces,
selectedin Shading popover > Color > Object, Vertex, Single, Random
bezier circle is shown with smooth face
same Smooth face if selected Viewport Shading as Renderd

Still not fixed in 2.82
Flat shading available in Workbench only with material and texture color for studio and matcap modes.

Can confirm flat shading is available only in Material or Texture Color types.
Workbench is same as Eevee.
