Operating system: Fedora 28
Graphics card: NVIDIA 850M(Optimus)

Broken: 2.80, 4041249943, 2019-03-09 (All other prior builds that i used had this problem as well)

Steps to recreate it:

  • Create a new Blender file by pressing "Ctrl+N" -> General
  • Select the cube object and press "tab" key to go to Edit Mode
  • Press the button "2" to switch to edge selection mode and select some edges
  • Press the "tab" key again to go back to Object Mode
  • Press "Ctrl+Z" to undo the last step(The last step is pressing "tab" key thus undoing it brings up the Edit Mode)
Now the last selection is not what it is supposed to be, i.e. it should be in Edge Selection mode and the selection must be highlighted as Edges, it is in Edge Selection mode but the selection is highlighted as vertices. If you click on more points instead of adding new edges to the selection it adds new vertices to the selection.
Vice versa sometimes if you have the Selection Mode in Vertex selection and do the above steps, when you come back to Edit Mode by "Ctrl+Z" the selection is highlighted as Edges rather than vertices.

I've been seeing this for a while too. It shows the verts on the mesh, but the selection acts like you're selecting edges, like the selection mode and the selection type are out of sync.

And please fill out the big report form properly.

Also, please provide an extremely precise step by step list of actions to reproduce the issue.

Ok, I can reproduce the issue now. Originally, you didn't mention the fact that you had to enter Edge Select mode first.
