Short description of error
In the Viewport the reproduction of any animation is jerky. This happens in all display modes (Wireframe, Solid, Rendered, Lookdev).
When rendering with CTRL + F12, the video is instead normal.
I tried to do Append Scene in version 2.79b and in the Viewport the animation is not jerky.
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).

Please make a screen recording and the .blend file.
I have no idea what you mean with "jerky".
"Jerky" in italian means "a scatti", stepped.
Rendering the file the animation is normal, linear, morbid, but in the viewport, stepped, slower. In any visualization method (wireframe, solid, rendered...).
This way it is impossible to check if the animation is correct.
I tried to append the same scene in Blender 2.79 and the animation in the viewport is normal.
