UI and 3D viewport doesn't update visually unless mouse hovers over other UI elements #64469

System Information
Operating system: Windows 10 Pro x64 (on update 1809)
Graphics card: AMD Radeon HD 8610G + 8670M

Blender Version
Broken: (example: 2.80, edbf15d3c0, master, 2018-11-28, as found on the splash screen)

Short description of error
When interacting with any UI element or the 3D viewport, the UI only seems to "update" when I wiggle my mouse around to hover over other UI elements.

Exact steps for others to reproduce the error
Based on the default startup, taking to sure to load the factory settings. Zoomed in and out on default cube, the viewport "jumps"/"updates" to what is actually being displayed only when I hover over a UI element such as menu buttons.
Similarly, clicking menu options doesn't immediately open it until I wiggle the mouse around where it would be. It feels like Blender is actually responding to my clicking and mouse interaction, but doesn't "update" it visually until I wiggle my mouse over other UI elements. Attached is a video to demonstrate my issue.

You can try changing User Preferences > System > Window Draw Method, to see if this solves the issue.

Yeah, gave that a try before posting after some googling about the issue. Cycled through all the options under Windows Draw Method, making sure to save preferences and it didn't solve the problem completely but did change the way the issue behaves. "Triple Buffer" seems to almost fix the problem with menus and viewport. However, it still looks a bit glitchy. bandicam 2019-05-11 19-15-42-717.mp4

The only other visible change was using "Full". That didn't fix anything but seemed to make the viewport run slower.

Just a side note, but this issue is also consistent in the 2.8 builds. Though, I haven't come across an option to change the WIndows Draw Method on there yet.

This GPU is below our minimum requirements, and so we no longer provide support for it. The issue is listed in #61936 (EOL GPU problems tracking report) in case anyone wants to work on it.

in any case, there was never a similar problem.


and in any case these gpus are supported by Adrenalin 2019 drivers!
