Is this the default start up file in LookDev mode?
Run blender from blender_debug_gpu.cmd and go to LookDev that has the problem.
Close blender and will create 2 log files, upload them here.

Try running blender with the --factory-startup command line option. Your blender is new but your userpref.blend file is very, very old. There may be some incompatibility with it and --factory-startup will let us know.

Have you tried installing the latest graphics drivers from the NVIDIA website?
Changed status from 'Open' to: 'Archived'
A bug like this was recently fixed. If that didn't help, installing the latest drivers may help since the ones in the system info seem somewhat old.
