Short description of error
When i try to render in 4000x4000 resolution and render window is on second monitor (in full screen mode. Double click on titlebar.) After render when i press shift+s to save image, file browser opens but without top buttons and possibility to write filename and save. I must drag titlebar and then file browser is ok.

I could not reproduce it yet.
Is it important that the render window is on the other monitor?
Can you provide a super simple test file, just to make sure that we are testing the same thing?
For me is very handy to have render window on second monitor. I have 2 monitors. Main one is 2560x1440 and second (with render window) 1920x1200.
When i press F12 to render and after finish or during render zoom out to see whole image when i try to save image i have this problem.
simple blend file:

It needs the render size to be bigger than the screen resolution, with the window full screen (from desktop environment) already.
If the blender's full screen option is used, when F12 the interface resize to render size and get cut at the edge of the screen. In this case the file browser will also get cut, but top portion will appear.
Similar dual screen setup.

Is this still an issue? The link to the .blend file seems to be dead.
Scene:
test.zip
Yes is still an issue. In latest blender-2.80-6529d20d79a5-win64 blender:
Steps:
Top menu in savefile window is invisible
Steps in movie:
https://youtu.be/v9KaegE_neA
(Next time i put the scene file in proper way. Sorry for that)
Operating system: Windows-10-10.0.17763 64 Bits
Graphics card: GeForce GTX 1080/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 430.64
Resolution 2560x1400.
Please attach the file here. I can't download from that site as is just redirects me to spam sites...
Done
I can't reproduce this on my end.
@JacquesLucke can you reproduce this with the updated instructions?
I check on 3 different computers (all with windows10 64 bit) with newest blender.
Every time i have the same result.
Top menu in browser window is invisible
The same as in the movie:
https://youtu.be/v9KaegE_neA
When i do every steps but without double clicking on render view titlebar. After shift+s browser window looks ok. Top menu is visible.

I have similar problems on MacOS.
By default the "View Render" window opens at some default size (match to the render resolution).
Then I go to fullscreen mode.
And if I press F12 again, the window contents will be resized to the default size.
This only happens with the "View Render" window and if the "Display Mode" set to "New Windows",
and does not happen if I manually duplicate Image Editor into new windows.
That is, the "View Render" window changes its size (to match to the render resolution) each time a new render is made.
