When mirroring armature bones along X Global, it mirrors instead in X Local (as seen on screenshot).
Symmetrizing bones works, but it:

The mirror behavior is not a bug. It mirrors around the pivot point. If you want that to be at the world origin, you will have to set the pivot point to the 3D cursor (for example).
The symmetrize issue I can reproduce.
But the pivot point "IS" actually in the center of scene for armature and mesh!
So the pivot and 3d cursor are at the center of scene -- then why it mirrors through local x axis?
The pivot point is not the armature object center. It is calculated from the selected objects.
The axis only determines the direction of the mirror on the pivot point.
