Hair particles: rekeying resets particles weight. #67301

Graphics card: GeForce GTX 1060 6GB/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 430.86

Short description of error
I want to shape the hair particles with few steps for better control and rekey them for better collision in hair dynamics but all particle weight will be set to 0 as I do it. the problem was back in blender 2.79b.
Exact steps for others to reproduce the error
[Please describe the exact steps needed to reproduce the issue]
[Based on the default startup or an attached .blend file (as simple as possible)]
Can you attach an example file with some short steps on how to reproduce?
Hair_rekeying.blend Blend File
anyway, weight painting hair particles in blender is painfull and impossible, If I could choose hair particles and rekey them, then set a weight for root and a weight for tip and gradient weight mid particles helps a lot.

if anyday you concidered working on hair particle system, please add hair length option to Add Brush
We are going to rewrite the particle system completely. So this will probably not be fixed until then.
Will put on my desk to check if this a quick thing to fix...
Will merge this into #62993 (Hair particles: rekeying, cut tool, subdividing do not interpolate existing weights (breaking simulation)) since these are all on the same page...
