Short description of error
The shortcut for binding a camera to a marker in the timeline or dope sheet editor is not working properly. If you hover the mouse pointer over the inferior part of the window where the markers tags are then it works. the command in the menus from the time line and dope sheet editors works as intended.
Exact steps for others to reproduce the error
Add a couple of cameras and markers in the timeline or dope sheet editors and try to bind them using the shortcut CTRL+B, The try again hovering the mouse on the markers name area of the window.

Although I never knew about this feature, I don't understand. Ctrl+B works when hovering over the markers area(bottom of the timeline) but when does it not work when it's supposed to? Where is "markers name area of the window"? Could you maybe help me out with a screenshot?

Maybe "markers name area of the window" is not the correct term but I mean the area highlighted in yellow in this image.
If there is something else I can do to help please let me know.
I cannot seem to reproduce this in either the dope sheet or the timeline. As long as my mouse is near the bottom of either panel, pressing Ctrl+B will place a marker with the selected camera assigned to it.

Yeah, the problem is that it DOESN'T work if you do that on the dope sheet proper, just above the marker area.

I see, so the issue is that Ctrl+B to set a marker only works when the mouse is near the bottom of either the Timeline or Dope Sheet, and you're expecting it to work when the mouse is anywhere in the timeline or dope sheet.
I also get the sense that this is by design though. Doesn't feel too bad to me, maybe a little odd.

I don't think users typically expect shortcuts to work differently in sub-regions of editors. If we can make the camera bind shortcut work anywhere in the Timeline / Dopesheet, that would be better.
We just need to check if there's a keymap conflict, otherwise we could move this to the general Dopesheet keymap.
