I am unable to duplicate using 2.81 (sub 2), branch: master, commit date: 2019-08-18 20:41, hash: 10001d9099 using the default setup on Win 7.

It looks like there have been many commits to the outliner in the past few days. Try downloading the most current version and see if that fixes the issue on your end.

Thanks Evan, I think it was the same on the build before that, from last week, too, but I'll give it a week and see how it goes.
Cheers

Does this happen with Factory Defaults as well?

Have you tweaked your keymap (if so: how?)? See #68817 also...

Sorry, didn't try Fac Defs, but did try New File. This has happened in latest build from today too. Hold on, I'll try Fac Defs...
...ah, yes, Defaults works fine.
My Keymap is wildy different from default as I've been Blending >10 years, so have changed loads of stuff. I'll include it here if that's any help?
Also, can confirm that default keymaps work fine, but as soon as I change to my own keymap, Outliner will not expand or collapse.

You will have to update your keymap then, these features are controlled by the keymap.

Have found a fix from Noki (amon paike)....
Delete the Outliner chunk from your modified keymap, then it all works nicely :]

@Funnybob open the keymap in a text editor and simply delete the section related to the Outliner.

You don't need the text editor to fix it (at least in 2.81a)
I had the same Problem, somehow the Mapping for open/Close was automatically set to enter instead of left click, so just had to change that.

Thanks DonWippo! Deleting the outliner section actually removed other features.
