Short description of error
I imported video downloaded from youtube which had its name written in language(Hindi) other than english.
The preview window was not showing the video. But it shown the video when I did two things.
So issue is either length of name or language of name.

Import the downloaded video to VSE, either by using "Shift+A>Video" or "Drag and Drop"
The video doesn't display video in the preview window.

No need for video evidence, just say, that you got bunch of rectangles instead of hindi.
I don't know to what extent we want to support this.

Does these files display correctly if your turn on our international font? Edit / Preferences / Interface. And just click the checkbox for "Translation". No need to select a different language. Just turning on that checkmark swaps out the font we use for a fancier one that contains more characters, including Hindi.
I think there will be a different error that keeps these files from playing, but it would be nice to know if they display correctly there with the other font.

A Video with this name displays fine here (if I turn on Translation in Preferences -- as @Harley pointed out):
