I can confirm the issue on Ubuntu.
However, there seems to be a bit of luck involved when reproducing the issue. Sometimes it happens sometimes not.

Maybe you could provide precise steps in text form? That is easier to follow than a video sometimes.

I am able to reproduce this error on Windows, I am on build

, the rendered step can be done towards the end as well. The Cube readjusts itself back towards the center if we Grab and move it. An extra note: The order of performing these steps is important. The way I reproduced, Render Engine Cycles -->Toggle Fullscreen --> Ctrl+Alt+Space --> Rendered view. I am able to reproduce all of the times. "Zoom"ing is optional.Added subscriber: @dfelinto
Indeed I can reproduce here on Windows as well. And it is super consistent reproduceable steps (using @Calra 's steps)
On Linux, same computer, GeForce GTX 960M/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA, 440.82, I get the issue until I orbit the viewport (on Windows the issue doesn't go away after changing the viewport).
Note: In a different computer - GeForce GTX 1080/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 440.44, I don't get the issue on Linux ever.

Watching the video by @Eary, the issue actually does occur in 2.79 then immediately fixes itself, which might give a hint as to what is occurring.
When toggling full screen, it appears that the 3D viewport view window is moved (drawn) so that the bottom left corner is at (0,0), before resizing to fill the now larger window.
To see if this comes from cycles and the viewport resizing, we can try setting
Start Pixel
very high.In this case no resizing should happen.
That's just an idea to look after. I don't have a clue about what is going on.

As of today, I'm not able to reproduce this issue on Windows with either main post steps or @Calra steps. I tried cycles CPU and GPU and I tried setting Start Pixel with high and low values and no problems. The only thing is that viewport has a bit of late refresh when toggling area to fullscreen but not permanently as in shown in video.

Just tested it again, it seems it can still be reproduced in 2.83.8, but not 2.90.1 and above. It seems something happened between the versions.
Can't reproduce this in 3.4, 3.6 or 4.1, so I'll assume that it's fixed for now.
If someone can still reproduce this, feel free to reopen.
