Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Short description of error
When opening a blend file using the "file->link" option, collections do not appear anymore in the list of resources.
This is quite critical as it blocks most use cases for Library Override
Exact steps for others to reproduce the error

Be sure you enable the filter (disabled by default):
Thank you Antonio. The filter was not set properly. I'm sorry for having raised such an issue.
Looks like the filter is not saved by default (we have to shift-click collections each time we are doing a file->link). I'll check if something is available in the preferences as it's pretty annoying since collections are usually the way a rigged object is linked in.
Thanks for your response and apologize for the additional work caused by this invalid bug report (I know what it is to process invalid bugs ;-)

@WilliamReynish @JulianEisel I have seen the collection flag is not enabled by default and this can be annoying, what do you think?
