fast rotational movement causing wrong display effect #71441

Short description of error
i have a set of gear and the driver causing the gears to appear not rotating properly. the gear is one mesh not separated. and it rotates in 2 speed. before those two gear were separated and parented together, it had the exact same problem.Blender_ [C__Files_music box_gearbox.blend] 2019-11-09 00-55-15.mp4
this only happens then the gear is rotating very fast, when i turn down the speed it works fine, i wonder if its because that its spinning to fast that it looks like the gear is spinning backward. i think is this just a display issue
my speed on the driving gear is frame/50 . when i tried at 24fps its extremely slow, at 60 fps it looks faster. but when i tried frame/500(10 times slower) it looks significantly faster than the previous one.
in conclusion, i think this may just be a display issue because the gear is spinning too fast. in that case, fast-spinning gear will look slower than the slower spinning gear which i think is not what should happen. especially i have other gear as speed contrast. i can not just set the speed lower just so it will look fast, the other gear in the chain will also be slowed as well, therefore can not get the result i wanted.

i think a way to fix this is make motion blur react to the speed of the object. when the speed is fast makes the motion blur more exaggerated to give the illusion of speed. when the speed is slow, put less motion blur so it looks slower.

Based on the default startup or an attached .blend file (as simple as possible).

I believe this is similar to the Wagon-wheel_effect (although we can't expect a 3d viewport to represent all the physical effects of light).
