Alt_gr(Ctrl+Alt) is not working in the Text Editor #71809

Short description of error
On a danish keyboard you'll have press Alt_Gr(or Ctrl+Alt) + 8/9 to make square brackets. In the text entry boxes in Blender this works correctly, but not in the Text Editor, where Alt_gr has no effect at all, making it impossible to make much needed square brackets: Alt_gr_no_effect.gif

I can't reproduce this bug. I can type the brackets with a danish keyboard and my default (slovenian) keyboard, which also uses AltGr for - [ ] brackets.
I tested this on Windows 10 64bit

If you look at the gif above, you'll see that it is working normally in text entry boxes, but pressing the same buttons in the text editor, nothing happens... so there must be a difference in how key presses are used.

I'm not saying there is no issue, as the gif indeed clearly shows this. However, it's not straight-forward to replicate the bug, so the cause must be something more specific. On my end, the brackets worked in the entry box as well as in the text editor.

Does the same problem appear for you in official 2.81 release, or the earlier 2.80?
In addition, does the problem appear even after restoring default settings (File -> Defaults -> Load Factory Settings)?

It may be the same bug as this: https://developer.blender.org/T66607
but affecting all characters where Alt_gr is needed.

In addition, does the problem appear even after restoring default settings (File -> Defaults -> Load Factory Settings)?
