Short description of error
On a multi-monitor set up the File Browser and Preferences windows open up on the "wrong" monitor and insanely small. They require being resized every single time they are opened - does not remember last position or scaling.

On a multi-monitor display, especially one with a 4k as main, open the File Browser and/or Preferences windows.

Looks like a bug to me due toe different DPIs. AFAIK this is something we handle for other kinds of windows already.

We also have very odd logic for child window placement. By default child windows want to go to the left of the parent by half of the child’s width.

Please note that in master (2.93) the child windows should now open on the same monitor containing the parent.

But, there is another problem that results in those windows opening at less than perfect locations. In a nutshell we create a new window at a desired size and at a location that is relative to the parent. But then we call a function, wm_window_check_position(), that is supposed to ensure that the new window fits within the bounds of the monitor. Unfortunately the logic is flawed.

I have three monitors, all 1920x1280, arranged horizontally with the middle one the "main" monitor. This means my left-most monitor has a horizontal axis that runs from -1919 to -1, the middle one from 0-1919, and the third from 1920 to 3840. But when this function is called to see if a window fits on the current monitor it only compares the numbers against 1920 and 1280, without taking into account the origins.

So, for example if Blender is on the middle monitor (with 0,0 origin) and I bring up Properties, it will go exactly as expected. But on my left monitor (with negative origin) it will be clamped in such a way as it will be along the right edge of that monitor. And doing so on the third monitor it will result in the child being against the left edge.
