Resetting the Theme to default causes most of the texts to disappear. It also happens when I try to reset to factory settings.

It happens with the built-in themes. Also, today I tried to reset to factory settings and baam ! All most all the texts disappeared.
Seems like igpu problem as it doesn't happen in my other laptop with Nvidia card.

I don't think so many addons would show up in system info if it were reset to factory settings. Try after removing the blender foundation folder in Appdata

the common thing in both tasks is: this is 20.19.15.5070 which after updating becomes 20.19.15.5107 but of no help here. I couldn't find the intel drivers for HD 400. The other task has HD 5500 for which I was able to find one.

I updated the driver to 20.19.15.5107 with DriverPackSolution. Unfortunately, the issue stills persist.

This problem wasn't in 2.82a or below.
I wonder if linux or mac has this issue. Sorry, I don't have either os to check.

@RodDavis or @Pasang could you do a git bisect to find out which commit broke it ?

Confirming this is a regression for Windows build and Intel graphics introduced with 2.83.0. It was not present in 2.82a.
My system: Windows 10 1903, Intel Compute Stick (STK1AW32SC).

UI text normal upon program start. When I attempt to increase or decrease the text via
EDIT > PREFERENCES > INTERFACE > RESOLUTION SCALE, using the plus/minus buttons, almost all UI text disappears. Resetting to 1.0 does not restore the text.

Hi, tried with 2.83.9, 2.90.1, 2.91.0 and a recent release of 2.92. I could only replicate the bug with 2.83.9 and 2.90.1, so the problem is fixed with 2.91.0 and newer.
