Computer System Info:
MODEL- Acer Predator G3-710
PROCESSOR- Intel(R) Core (TM) i5-6400 CPU @2.70GHz
SYSTEM TYPE- 64-bit Operating System, x64-based processor
ADAPTER TYPE/GRAPHICS CARD:
AMD Radeon (TM) R7 360 Series
(DAC Type: Internal DAC -400MHz)
BLENDER VERSION:
BROKEN: 2.82/2.8 WINDOWS 64-bit Installer- ( as found on the splash screen)
WORKED BEFORE- Blender 2.7-2.8 (all Blender's use to work up to latest crash)
DESCRIPTION OF ERROR:
Been using Blender up to 4 times a week for the past 3 years (need it for clients), up until 06/03/2020 where opening a file caused the program to crashed- the file wasn't high poly either. When I re-opened the program I get a white screen (saying not responding) and a black command prompt with nothing written inside it.
Things I've tried:

Can you share file that causes this?
Is this file created in older version of Blender than 2.8?

Yes, the file that created the crash (named: reed cartoon version etc) that ended up breaking the program was originally created before Blender 2.8, however, I've uploaded another file because before the crash, a 2.8 file was also crashing my computer when I hit render (but this was before the incident that has happened now)

I thought, that this would be opensubdiv issue, but I can open these files without any problem.
You can help us identify problematic part by simplifying file in 2.79 and checking if it crashes with 2.8x
I won't be able to open any file though, because Blender has crashed altogether, I cant open Blender 2.79 to be able to simplify this? Nothing is responding at all. I download Blender, click on it and then my cursor spins and 'not-responding' appears every time so I'm unable to access any file as the program itself is corrupted I think.

I just downloaded the latest version you sent, I screenshot what came up, it still did the same thing. Then I extracted the file and put it into my USB to see if it would work, and it just had a white screen and black command prompt again. I try what Ankit said now, and let you know but nothing seems to be working.

Sorry Ankit I sent the wrong picture, the "this application failed to start because side-by-side-configuration is incorrect" never normally shows up, Its just because I only just downloaded the link Richard sent, I know that this is a normal message that pops up when I need to configure a file, I apologize. But normally, no message pops up only the black and white screen (I sent), I feel like the startup.blend file got corrupted but I'm not sure.
This is what it says when I opened the Blender 2.83 portable file Blender_debug_log and heres what the output said: it mentioned the startup.blend file is missing?
I just tried deleting the Blender folder in 'Roaming' and re-downloading but the white-frozen screen still appears??
@wisejess I can not really think of anything that could have caused this state. It definitely sounds like something have happened to your system (windows / driver update).
Very unlikely scenario may be sound blocking blender to start, so you can try to disable all sound devices in control panel and check if Blender will run.
Only way how to possibly resolve this would be building Blender from source and looking at debugger where things are stuck. It's not hard at all, but will take some time https://wiki.blender.org/wiki/Building_Blender/Windows
Other way is to probably reinstall your whole system if you can, or try to switch some hardware if you have different GPU by hand.
Okay, I tried disabling sounds, but nothing changed but when I lowered the sound-hertz from 48000hz to 44100hz and loaded blender, this message came up? Also, did the fact that the 'blender_debug_log.cmd output' said that the 'startup.blend' file is missing mean anything?
run the cmd file in 2.82's directory, not in 2.83. Blender will open, or at least try to open. When it freezes, kill it using task manager (or any other way you do), then see the console, you'll find some references to log files. Upload the log file and system info file.

Do i need to set my htz back to 48000hz?
Did the output debug show anything??
@wisejess not really, I can see, that Blender is stuck.

is common message, not critical error of any kind.You can try to run debug build with same command https://drive.google.com/open?id=1WFFqtGWzkKd1jDBnhAZHxYR7kxGxMVNo with same command, perhaps it will say a little bit more.
I downloaded your link and extracted it into my Blender Foundation file, so do I need to select the 'blender_debug_log' command again but just in this file? Is that what you mean- and thank you so much for helping me
It is portable version as well you can run it even from desktop. And yes, you can run

even though you cleaned user setings before.Okay, here are all of the messages that came up when I tried opening blender in the 'debug' zip file you sent, not sure what they mean but I couldnt select the 'blender_debug_log' files to find out what they said beause these messages popped up before it could open.
@wisejess I assume, you just unzipped archive to some place and run .cmd files it is that correct?
Only thing I can think that may help is installing MS C++ runtime package https://aka.ms/vs/16/release/vc_redist.x64.exe
But blender is really portable and should not require it.
To me it seems that your OS is damaged by something (likely installing / uninstalling of some software)...

@iss Nothing is damaged, the ms debug runtime is not redistrubtable (and the redist will not install it) , end users will not have the required dlls (unless they happen to have msvc installed) and which is why it is generally a bad idea to distribute a debug build :)
@LazyDodo Thanks for info, I never had any issue using my debug builds on other machines.
Broken OS is just my assumption based on fact that from one day all 2.8x versions stop working at once.
@iss @LazyDodo yeah, I unzipped the download extracted it to the 'Blender Foundation' file and tried opening the Blender.exe file first and those errors appeared. So, am I experiencing a windows issue or does the issue still lie within Blender? because I've tried almost everything other than completely resetting my entire computer
@wisejess I can not tell for sure, but If this happened to me, I would go fo OS reinstall

Hey! This is a year later but if anyone else has problems like this in the future Here's what I did:
Turns out it works when Im opening it from it's main file.
