System Information
Operating system: Linux-5.5.10-200.fc31.x86_64-x86_64-with-fedora-31-Thirty_One 64 Bits
Graphics card: Mesa DRI Intel(R) HD Graphics 530 (Skylake GT2) Intel Open Source Technology Center 4.5 (Core Profile) Mesa 19.2.8

Blender Version
Broken: version: 2.82 (sub 7), branch: master, commit date: 2020-02-12 16:20, hash: 77d23b0bd7

Short description of error
Using VSE, clip preview windows that are set to histogram or spectogram mode do not have frame offset applied correctly, and only display information at the current playhead position.
My use case is that I am trying to colour match two clips, by having them displayed simultaneously using frame offset. In order to do the matching more accurately, I would also like to display the frame information in the histogram or vectorgram.

Exact steps for others to reproduce the error
Open two preview windows. Apply frame offset. Switch mode to histogram/vectorgram. Note that displayed data are identical despite frame offset.

True that the offset doesn't have an effect on display modes other than image:

It might not be a bug, but an unimplemented feature. Is it working in earlier versions of Blender?

It may be worth noting that all display modes respect the channel setting, so it would be in consistency if the offset setting did the same:

Yes, probably a better way of describing it! I'm afraid I'm new to using blender intensively so can't say whether it worked previously.
Judging by this post... https://blender.stackexchange.com/questions/45684/color-grading-matching-strips-in-the-vse I suspect not, as they describe the same methodology as you do, in changing the channel.

The only issue lies where I have already arranged my clips into their final layout and they do not have such an overlap. I could change my workflow to do colour correction first, or to add a "master" clip and slide it along to correct each clip to it, but if it wouldn't be too much trouble, changing the implementation would be appreciated!
