Short description of error
Reversing frames do not play the frames backward as expected to when the strip is split.
Exact steps for others to reproduce the error
video sequencer -> Add an image strip -> cut the stip into 2 or three parts -> select the middle stip ->check the reverse frame checkbox.Reverse.blend

It seems that the reversed frames are not shown at all?
I am not sure why that's happening. Try rendering under png format and put that in video sequence editor. Split that into 3 clips and preview the middle clip, then check the reverse checkbox and preview it.
@JackSonPro For me it sounds like a critical bug, but I have to admit, that it's very late here (where I am from), so maybe I (or someone else) will take a look at this behavior later!

It played correct in preview and as rendered video.

Screen Recording (3-30-2020 11-09-23 AM).wmv well the first screen recording is an image sequence, second is a video sequence.
As you could see that reversing a specific clip is not working as expected to.
@JackSonPro The VSE is using only one CPU core for this operation so it is a little bit lagging on bigger video files. That is, why I asked you to use my video and check again.
For your video project you should consider using *Proxies //.
So can you please recheck with my video and/or your video with proxies? :)

@JackSonPro So it works as expected. Therefore I'm gonna close this task. Thanks for the report anyway :)
How is it working as expected? Isn't it supposed to reverse frames only in that specific region. Didn't I show how these frames were to be played when playes backwards. Well I think blender is still trying to reverse the whole video and then trying to match it with the middle clip. So can I know how will I be able to reverse only those frames in specific region? Almost all the video editors I have worked with in the past never tried to match it into specific regions by reversing the whole video.

@JackSonPro I'm trying to reproduce, but can't get the same behaviour.

Your video "Screen Recording (3-31-2020 7-55-30 PM).wmv" shows a camera movement forward into a forest.
At minute 1:19 you reversed the middle part and played the sequence again. The middle part now shows a camera movement backwards out of the forest, where the other two parts are showing the movement forward into the forest.
So the middle part is playing reversed as intended.
But maybe I misunderstood your words, which you wrote each time ;)
@ChristopherAnderssarian Yes I tested it also with image sequences and gave the sinus video because of the file size to let one convert it into sequences if needed, but got no feedback :D
@ronsn at 1:47 I unchecked the reverse check box and around 1:56 moved the Playhead backwards and well u could see the difference, camera doesn't come through the leaves when moving the Playhead backwards with reverse box unchecked.

This is technically working as it was originally intended, but I agree that it is not desirable.
There are a lot of issues like this, parent task is #59540. This will be fixed at some point but I won't treat it as a bug right now.

NEVERMIND, I figured it out, works as intended with hold cut, I was just cutting the strip
