Short description of error
Blender freezes when accessing the System tab on the Preferences window

Exact steps for others to reproduce the error
Open Blender, go to Edit > Preferences > System

The problem appeared after installing Intel opencl Neo ISD package and disappear when I remove the package.

This might be linked to blender/blender-addons#73024

I found the problem initially on 2.82

Ok, this is a duplicate of #68052 (Segfault when accessing Cycles Render Devices preferences with two OpenCL platforms, AMD Mesa Clover and Intel Gen9 NEO) I believe.

So far I've been unable to reproduce this or figure out why exactly it happens, due to not having this hardware.
