Short description of error
Blender's selection tool started to lag noticeably behind the mouse.

I was able to experience this problem in the

build of May 21.But I can't reproduce the problem in the todays build

Does this happen when you click on File > Defaults > Load Factory Settings?
It's still showing a lag behind the mouse. For clarification, the lag is more like a mouse smoothing, where the select tool visibly follows behind the mouse. The select tool will smoothly reach to the mouse when the mouse stops, but nonetheless different from previous builds. In previous build, no matter how you move the mouse the select tool will still attach closely to the mouse.
This happens on default settings, so neither 2.83 beta nor 2.90 alpha created a config folder in Windows AppData.
Just in case, the most recent build is also tested on Ubuntu 18.04 (default live usb config, no additional graphic driver) on a separate hardware with an Intel HD(R) Graphics 2500 to have similar lag.

Well this is odd. After deciding to test a few more cases on Ubuntu, the lag came out to be... different.
On Ubuntu 18.04 default config, no additional graphic driver, Intel(R) HD Graphics 4400 (1st hardware) and Intel(R) UHD Graphics 630 (2nd hardware), the lag is consistent across blender versions. It's also similar to the lag in Windows 8.1 on Intel(R) HD Graphics 4400 across 2.83-2.90 blender versions.
Tested builds on Ubnutu 18.04:

In the 1st hardware case, there is some lag but consistent across blender versions. In the 2nd hardware case, there is no lag and consistent across blender versions.

I also have a slight delay on linux (across all versions of blender).
Havent checked in depth, this might have reasons (or just be a drawing issue), but to get it out of "Needs Developer to reproduce" limbo, I will confirm for now.
There is small delay, but nothing like in attached video in my case
