Camera Object Constraint->Track To is broken in 2.83 #78000

Worked: 2.90 works fine

Short description of error
In the 2.83 LTS release "Camera->Object Constraint->Track To" is broken.
Would we expect it will work correctly similar to 2.90, where it was fixed recently?
It is probably better to fix it the way it works in 2.90 right now, rather keeping it completely broken in LTS.

Exact steps for others to reproduce the error

  1. Open Blender 2.83 Default Scene.
  2. Select Camera, add Object Constraint->Track To
  3. Select Cube for tracking.
  4. Try to move camera around the Cube.

@dpshamonin Thank you for bumping this into my notifications with your comment yesterday. I have taken another look at it and now realize that I mistakenly thought that you were referring to an issue with motion tracking constraints.
My sincerest apologies.
Before 2.90, the Track To Constraint had a bad default when it was added to a Camera, which is it's "main use-case".

2.83.2 and earlier.
Up axis = Z, Track To = Y

In 2.90, this default has been changed to See: be00902082

Up axis = Y, Track Axis = -Z

@dpshamonin, you can fix the behavior in 2.83.2 and earlier releases by changing the settings to: Up = Y, Track Axis = -Z
As this is a change in a default, and not a critical bug fix, I don't know if this is a candidate to be back ported to 2.83 LTS. That is up to @jbakker.
