[Bug] Auto Normalize option doesn't work for Gradient tool in weight paint mode #78558

System Information
Operating system: MacOs High Sierra 10.13.2
Graphics card: Intel Iris Graphics 6100

Blender Version
2.83.0

Short description of error
Auto Normalize option doesn't work for Gradient tool in weight paint mode.

Exact steps for others to reproduce the error
1.0 - Open attached file or:
1.1 - Create Mesh
1.2 - Add two bones
1.3 - Ctrl+p
1.4 - With empty groups
1.5 - Go to Weight paint mode

2.0 - Select Gradient tool
3.0 - In Tool window select Auto Normalize checkbox
4.0 - Draw gradient for root bone (change the weight to clean the existing one)
5.0 - Draw gradient for other bone
6.0 - You will see that root bone weights ignored Auto Normalize, this broken

Hope this gets fixed sometime soon. I want to add that auto-normalize also doesn't work with "Set Weight" Operator

Not only this Operator, but every Weight Painting operator goes through auto normalization. This is SO annoying!

Just noticed this in production and seeing that this "bug" existst since 2.83 is a bit upsetting, it would be super important for Riggers to have this solved.

As far as I can tell, this came up again in #84651 (Weight Paint Gradient Tool doesn't consider Auto-Normalize)
Good new: it has been fixedin 2.93!

So please try a fresh 2.93 build from https://builder.blender.org/download/
I will merge this report with #84651, but feel free to comment again if issues persist in 2.93
